The CD 4510 is a BCD (Binary Coded Decimal) up/down
counter. The chip counts in binary to 15 and resets. This gives it a
count-of-16 (0000 to 1111). It has 4 presets (P1, P2, P3 and P4) that can
be preset by taking them HIGH. If P2 and P3 are taken high, the counter
will start at 0110 and count up (or down, according to the voltage on pin
10) and "cycle" on each ten counts.
